   Can you connect to PS via AEM OK via your web browser?

Adding to what Chris said, first check if you can connect to http://localhost. If you cannot, your IIS isn't even setup properly. Once that is working, then you type http://localhost/AEM. If you do not see the AEM welcome page, then it means your PowerServer isn't setup properly. Once the IIS and PowerServer is setup properly, then the PowerServer Settings Test in PB IDE will be successful.
