I reinstalled PB 2017 R3 universal edition and PowerServer 2017 R3. My AEM is deactivate after reinstall. How may I reactivate again. I have installed 2019 trial version in April and is uninstalled.

Login to AEM and follow the steps in the license guide how to activate.

That does not work. It is telling me I have a Error Code 1006. The account is already logged in. How shall I logoff?

Looks like you were still logged in when you uninstalled so it thinks you are still using a copy of PowerServer. Your admin can do a force logoff for you here: https://account.appeon.com/logout-user/psm
