When upgrading the build version of PowerBuilder 2022 R3 from 3289 to 3391, do I need to redistribute all dll files when distributing the executable file?

Yes, you always need to distribute the runtime files from the same version, release and build that you use to compile/deploy the application.

Adding to what John said, if you want to automate the distribution of the runtime files along with your app you may want to configure your project as PowerClient or PowerServer. Here is more information about both of these deployment options:
