Resolved PB2017 R3 compiling - error access URL webservice

My co-workers compiles our PowerBuilder application . He often gets the below error :

'Cannot access the WSDL or the WSDL file is invalid ( http://xxxx.yyyyy.net/tttttt.asmx )'

If he re-compiles the error will finally go away.

Notes:

The http://xxxx.yyyyy.net/tttttt.asmx runs fine on Web Browser .

This URL is for project .Net WebService client in a standard PB .

We are using PB2017 R3 Build 1880.

Please help how we stop getting this error. Thank you very much!
