Resolved PB2017 migrated application is read only in a window

I migrated from 12.5 to PB2017. One window is read only in PB2017. All the checkboxes, buttons and everything are disabled. I migrated the pbls again but no luck. Can anypne suggest a solution?

Try importing it.  Export from 12.6 and use that for the import.

Imported from 12.5 but no luck. The window causing problem is inherited from a response window. Can you suggest any way to get rid of this?
