I would like to modify the Dark Theme that PB22 offers. I know there are json files that contain the properties and settings.

Can I copy the json file to the directory in which my pbls are and make changes? If so, can I leave the original json file and PB will look in the pbl directory first?

Nope,

You can rename the original json file to keep a copy and the modified json has to be in the themes folder, not where your EXE is, but as a sub-folder.
