Why this menu disable ?

Try
1.  Click View - Layout - Default
     Check whether it solves this issue

2.  View - Non-visual Object List.   Click some point in the blank area of non-visual object list
     Now Click Insert - Object and see whether it's enabled

Hi.

Don't know why you see this menu disabled. For me it works in PB 2021 & 2022.
