An EBF is an Emergency Bug Fix, they were released in between Maintenance Releases with less QA being done on them.
I have the 9.0.3 MR (Build 8004) and EBF 14228 (Build 8836).

Actually EBF 8836 was the last EBF for PowerBuilder 9.0.3. And in my opinion it was pretty stable.
