is there any way I can use PowerBuilder 2022 off the grid that it is not trying to connect to the internet? is there a code I can use.

Hi Reynard;
     Your current license sounds like it's an "on-line" one where you can install & run the PB IDE on multiple machines (thus internet access is required).
     Option#1: Convert your current On-Line license into an Off-line license and install the off-line license on the machine no internet machine (you can use then the IDE on that one machine).
     Option#2: Leave your current On-Line license alone for your other IDE machines & purchase a second "off-line" license for your non-internet machine.
