Hello Experts,

I am using PowerBuilder 17 R3.

Is any one have any idea about compatibility of Black Duck OSS scan (https://www.blackducksoftware.com/) with PowerBuilder application? 

If it is possible or someone already implemented, then please guide me, how I implement this?

You should contact Synopsys and ask them to help you.  This is a commercial product so I guess they are motivated to help you to make a sale or if you are already their customer you can try their tech support.

But I don’t understand why you want to use this software for your PowerBuilder projects?  Is it because you worry your developers will add open source code to your app?  Or some other risk you are trying to control?

I understand. I think your best bet is to contact the vendor since they made the product.
