Officially the IDE should be used on a Windows desktop.  But Many of our customers do develop on Windows Server OS,  and we are not aware of any major bugs specific to that environment.  If there is a bug in such unsupported environment, even though we are not obligated we do make a best effort to resolve.

Just to clarify, the apps you build with PowerBuilder are officially supported on Windows Server OS.  Please refer to the documentation: https://docs.appeon.com/appeon_online_help/pb2019r2/installation_guide_for_pb/ch01s01.html
