PowerServer does not require SQLAnyWhere unless a) you want to develop with that DBMS or b) you would like to install the PS Demo Apps. If either is the case, you can download the free SA Developer Edition from this link ( click here ).
Please note that the SA DBMS is no longerfree to distribute into the production environment and must be licensed for such purposes. A change made by Sybase before SAP took over.
Just to clarify, only the Runtime Edition could be deployed without additional licensing. Other than the *single user* Runtime edition which could not be used in this context, SQL Anywhere always required licensing for deployment of the database engines (dbengX and dbsrvX where X is the SQL Anywhere version).
