This seems to be a communication error. If it persist you should contact appeon. By the way, I remember someone else stating to have a similar issue and it turned out that his ip was banned.

Yes. The license mechanism provides an offline license option for users who need to use PB IDE without internet.
Also, with your online license, if you lose connection to the internet after you have already logged in, you can continue using the license for 5 days. According to the introduction to the online license type in the document below, "The validation occurs 5 days after the last successful login.".

Therefore, we are thinking this problem might be related to an unsuccessful log out, can you please try to manually sign out from Account Management in the top right corner instead of using the “Sign out on exit” feature and see if it has the same problem?

1. Check License Type for your email type in license management in Appeon Portal
2. Try logging out in Appeon Portal
3. Then try to run Powerbuilder with credentials. Check whether it succeeds.
