Update:

   Welp...stupid me. the name of the CONNECTION used in pgAdmin for the database was "dev12c - Pg", but the actual name of the database is "dev12c".

   I changed the database name and the connection worked.

Summary
I am attempting to go through Bruce Armstrongs article on connecting PB2019 to a PostgreSQL database.
However, step #1 involves creating a DSN (data source name) using the ODBC Administrator, and our database is not local.

Q:  How do I create the DSN for a PostgreSQL database when the database is not local?


Details
I followed the instructions by downloading the ODBC driver and installing it.


The database info is as follows:
   Host:        accdevxfakedata0333.sp.fakedev.com
   DB Name:  dev12c - Pg
   Port:         5444

Then I created what I thought was a good DSN:


However, when I click on the TEST button, it fails:
