In the older PB 2019 version  I had made a web assembly dll   that I deployed into a asp.net app  where I could expose the powerbuilder app functions I wanted to .   How do I do this in PB 2022 R3 ?

The feature you mentioned has been discontinued, and there isn't a direct replacement.  What you can do is convert your DataWindows to C# and re-develop the NVO in C# then compile that as an assembly/DLL.  SnapDevelop included with PB provides the features to do this.
