i tried to deploy the application but this error is blocking me.

HI Kai Zhao , Thank you for helping me to successfully deploy my application, but currently I have encountered another problem :start web API in pb . if you have time tomorrow at 7:00 GMT, I would be very grateful . and thank you again for your help .
