I cannot say that I have seen this issue reported before by anyone. Sounds like a possible bad installation (just my guess).
I would first suggest applying the latest MR (build 2353) release for R2 and see if that solves the issue ... https://account.appeon.com/download
If the MR does not solve the issue, then I would recommend a reinstall.
BTW: What version of MS-Windows are you using?
