Seems if my host report has a large header and the first page of the nested report is a full page, the first page is blank and the data starts on the next page.  The the next couple pages are find and it happens again.

Any way to force it to start printing even if it thinks it's too much for a page?

Check EVERY element on the composite report, and EVERY element in the nested reports.
 - The bands should be set to AutoHeight
 - The objects, where possible, should be set to AutoHeight, including the nested report(s)
 - Ensure that you do NOT have the "New Page" option set on any condition
 - Once modified, exit and regenerate each of the nested objects - all the way to the bottom level
 - Once all settings have been made, exit, regenerate, and get back into the composite

Now try it again.
