Is there a parameter for cloud app launcher to slow down download speed?

Running the launcher by customers using a HighSpeed fiber glass connection get an 503 error Server unavailable after downloading the first 300 files.

You can restart downloading and continue until the error returns. 

My WebHosting Provider told me, the security system cuts the connection, rating it as a brute-force-attack. A configurable delay would help. They do not want to configure their firewall.

Is there a parameter to configure? or anything other which could help?
