I am trying to launch and activate the license newly assigned to me. 

The IDE is launched from Citrix desktop VDI.

After entering my credentials, click Login, I get the message above my credentials stating "System is busy. Try again later".

So I waited some 15 minutes to try again - same message.

Since it resides on a VM, I cannot activate it offline.

Should I install the IDE locally then try to activate?

Is the popup due to another user logged in to the IDE?

If another user is logged in with your license or you didn't shut powerbuilder down without login out, the message would be very different.

I'd suggest to create a support ticket for this on https://www.appeon.com/standardsupport/newbug.

It's even possible that this message doesn't come from Appeon at all.

Totally agree. Doesn’t sound like user error. Please open support ticket.
