Adding to what Phil said, while standalone compiler does not require additional licenses and can work independently of the IDE, each developer working with PB or any of its sub-components (runtime, compiler, etc.) must have a dev license to be in compliance.

Since AutoCompiler and PowerBuilderCompiler arrived on the scene (PB 2017 and later), ORCA can run a system with only the compiler "framework" installed.  This does not require a license on the Framework machine.

For a long time prior to that ORCA could only operate on a machine with a full PB license.

If you back deep enough in the past ORCA could run standalone without any kind of PB license or framework (the good old days!)

Our application is closely related with PBORCA functions and right answer to this question is very important for us.

  Yes, both ORCAScript and the PBC are free to use on other PC's as Roland mentions.

However, the ORCA API Toolkit is only available to Appeon partners.

That is the whole point of it's existence, it allows you to setup a separate build machine without having to use a license.
