Would like to know whether the planned Desktop Cloud Apps will require PowerServer to run ?

No, it will not require PowerServer and it is a completely different approach to the cloud than PowerServer. Instead, you will need to have all your business logic partitioned into C# Web APIs (which is feature of PB 2018 Cloud Edition): https://www.appeon.com/pb2018.html
