Resolved Error loading client library DLLs. Unable to connect to server. - from just migrated/deployed App.

The application was migrated from powerBuilder 7.0. 
Migration did not have any problem.
The migrated application works fine in PowerBuilder 2017 IDE.
After the application was deployed the application launches fine.
The error occurs when trying to enter user id and password and trying to connect with database.

Did you deploy the database driver?

The first three characters assigned to sqlca.DBMS are positions 3-5 of the driver name.

For example if sqlca.DBMS is "ODBC", the database driver will be PBODB170.DLL.

Also make sure the database client software is installed.
